State Affiliation: Jackson Middle School (JMS) PTA is affiliated with National PTA and Oregon PTA and as such is governed by the Unified Local Unit Bylaws and the Oregon PTA Bylaws.
Annual Dues: shall be $20 per individual, plus $15 for additional family members. Student dues and staff dues shall be $10. All dues include $3.25 allocated to National PTA and $8.25 allocated to Oregon PTA for each membership.
Quorum: Quorum for each board meeting shall be 4 voting board members; quorum for each general membership meeting shall be 5 voting members.
Meetings: Meetings of this association shall be held at Jackson Middle School on the second Monday of each month from September through May, unless that day falls on a national holiday. Other meetings can be scheduled as needed by the board with notice to the general membership via email. Google Meet will be made available for those members who cannot attend in person. General membership meetings are open to all students, families, and educators affiliated with Jackson Middle School. Only voting members may vote on standing rules, budget changes, and board members.

Executive Board: The Executive Board consists of President, Vice-President, Secretary, Treasurer, Membership Coordinator, Communications, and Volunteer Coordinator . There shall be only one President. Officer elections shall be held in May and officers shall assume their duties on July 1. All positions are for one-year terms, but we encourage multi-year commitments if possible. Executive board members can miss 2 meetings per year without prior approval of the President. The president may miss 2 board meetings per year before members can make a motion to remove the current president and elect a new candidate. Committee chairs are encouraged to attend all board meetings, but are not required. Committee chairs are appointed by the board.
Order of Business: The order of business for general membership meetings of this association shall be: 1. Call to order & Community Meet & Greet 2. Call for New Business & Approval of Minutes, 3. Announcements, Upcoming Events, & Items of Interest 4. Financial Report, 5. Event Program and Committee Reports, 6. Unfinished Business 7. New Business, 8. Adjournment.
New Business: New business can be brought up by any member of the general membership to be discussed at a general meeting. New business will be called for at the beginning of the meeting and added to the agenda. Proposed changes to the budget can be considered and discussed as new business, but proposed changes will not be voted on until the following month’s meeting.
Committees: The Standing Committees of this association may be: Teacher Grants, Teacher Appreciation, Annual Appeal, Rat Race, Awesome Fun Night, Restaurant Nights, Advocacy, and Teacher Liaison. The President of this association may, with the approval of the board, appoint special committees as deemed appropriate. Special committees go out of existence when the work is completed and the board receives the final report. Committee Chairs shall be members of this association and serve for one-year terms.
Succession Planning: In the case that the President steps down from duty or is unable to perform their duties, the Vice President shall become the sitting president until the following meeting. A new president shall be elected at the next scheduled general meeting.
Convention Delegates: Delegates from this association attending the annual Oregon PTA Convention in April may be appointed at a meeting of the board of directors in February. The president or delegate and one additional attendees may be appointed. If membership exceeds 50 members, 2 additional members attendees may be delegated. Funds for attendance are covered by our officer education budget.
Financial Procedures: An annual budget should be developed by the outgoing PTA board in March and approved by the current membership in May. The board shall present the proposed budget at the April meeting and seek input from members prior to the vote.
Bank Accounts: The President, Vice President, Secretary, and Treasurer shall be eligible signers on the bank accounts.
Reimbursements: Reimbursements will require either receipt or proof of payment. They should be submitted via the form provided by the Treasurer and paid within 14 days of receipt. Each reimbursement check shall have two signatures.
Monthly Bank Statements: Monthly bank statements will be reviewed by the Treasurer and Secretary.
Contingency funds for emergency situations: PTA expenditures for non‐budgeted items under $500 or line-item budget deviations of up to 10% may be approved by the board and then reported to the membership at the next general meeting.
Teacher Grant Funding (Addended 01/18/26): If a teacher requests special funding outside of the designated grant request timeframe, the teacher will still fill out the official grant request form. If the request meets funding criteria and funds remain from the prior grant period, then the grant committee can approve the request. If the request meets funding criteria, but the grant funds are depleted, the request will receive tentative approval and move to the board for vote. If the tentatively approved request is less than 10% of total grant budget, board members can vote to officially approve. If the request is more than 10% of total grant budget, the president will present the request at the next PTA general meeting and the PTA members can vote to approve at the subsequent meeting.
These standing rules shall be approved at the first or second General Membership meeting of the school by a majority of members present. Printed copies of standing rules shall be available at the general meetings where approval is to occur. Amendments may be made at a general membership meeting with at least 30 days’ notice of proposed changes and with approval at least two-thirds of the members present.
